ANDREW HANNA, President and Chief Executive Officer

As the President and CEO of Global Premier America Regional Center, Mr. Hanna directs the operations and strategic planning of the regional center. Mr. Hanna has 17 years of experience in the real estate development arena, most notably as the President and CEO of Global Premier Development, Inc. (“GPD”), a company known for its comprehensive focus on building over 40 quality developments in California. These developments enhance communities with long-term value through the creation of vibrant, affordable housing communities throughout California. Mr. Hanna has administered over $500 million of equity investment from his nationally recognized partners, Bank of America, Aegon and AIG/SunAmerica over the last 6 years. His reputation as a leading affordable housing developer in California is well known by investors as well as lenders in the Real Estate Development industry.


CHRISTINE HANNA, Chief Operating Officer

As the Chief Operating Officer for Global Premier America Regional Center, Ms. Hanna will provide overall strategic and operational responsibility for all GPARC projects and implement new programmatic strategic initiatives. Ms. Hanna has 10 years of experience in the real estate development industry, and serves as the President and CEO of National Affordable Communities, Inc., a company that has planned and developed 12 Residential Communities throughout California and has a portfolio worth $198 million dollars. With an educational background in Architecture and Design, Ms. Hanna has worked closely with the Middle East Markets and is well versed in international business techniques. She received her Bachelor’s Degree from The Art Institute of California.

Neil Socquet

NEIL SOCQUET, Senior Vice President

As GPARC’s Senior Vice President, Mr. Socquet oversees and directs the promotion of GPARC. Mr. Socquet has over 20 years of real estate experience. Mr Socquet was Senior Vice President of Acquisitions for AIG SunAmerica. While at AIG, Mr. Socquet was responsible for private equity investment used for the development of affordable multi-family housing. His experience includes acquisitions and asset management of all types of real estate. Mr. Socquet received his Bachelor’s Degree from Pepperdine University. He also received his Master’s Degree in Business Management from Pepperdine’s Graziado School of Business.

Scott Oaks

SCOTT OAKS, Chief Financial Officer

As Chief Financial Officer of Global Premier America Regional Center, Mr. Oaks oversees and manages all aspects of financial reporting and accounting. Mr. Oaks is a licensed CPA in the state of California with a Master’s Degree in Taxation. He is a graduate of San Diego State University. With over 25 years of experience in both the public and private sectors, Mr. Oaks possesses extensive knowledge of real estate development, accounting, and taxation. Mr. Oak’s background includes holding the positions of Controller and Tax Specialist Manager with many well-known real estate developers and public accounting firms in California, Washington D.C., Virginia and Pennsylvania, including Kenneth Leventhal & Co. for 8 years, one of the preeminent providers of professional services to the US real estate industry.

Gina Elduyen

GINA ELDUAYEN, Chief Compliance Officer

As Chief Compliance Officer, Mrs. Elduayen is responsible for ensuring that all properties in our portfolio are maintaining program requirements set forth by the USCIS and other applicable entities. Mrs. Elduayen is skilled in providing due diligence to lenders and is instrumental in the timely closing of project financing. She has worked in the real estate development industry for 9 years and is specialized in developing and maintaining Partnership and Joint Venture relationships. Previous to her work in Real Estate, Ms. Elduayen served in the United States Marine Corps. for 5 years, where she developed the persistence, discipline, direction, and tactical planning capability required in the real estate business. Mrs. Elduayen has a Bachelor’s Degree in Business Management.
